Stamp Duty so as to avoid the delay and expense that would
be incurred in sending them into Hongkong to be stamped,
but a fee to cover Stamp Duty and the registration fee will
be imposed. It is not intended to interfere with the pre-
-sent system of land registration of the Colony under
Ordinance No. 1 of 1844 as all transactions will be subject
to that Ordinance.
(b).
To provide an easy and cheap means
of settling disputes with regard to land by enabling the
Land Officer to decide them in a summary way, with due
regard to local customs, subject to the right to appeal to
the Supreme Court where the land is of certain value. At
the present time such disputes can only be legally settled
by the parties bringing the matter before the Supreme
Court in Hongkong, an expensive process likely to be avoid-
-ed by the less wealthy of the disputants.
(c).
To provide for the registration
of a manager where property is vested in a clan or family
a common custom in China and to make such manager liable
in respect of the land as if he were the owner, in the way
that this is done under Chinese Law. A system will thus be
continued which it is hoped will enable the holdings of
clans and families to be dealt with in a manner satisfac-
-tory
